I'm in nyc. and if the buyers wants to ask the bank to pay the closing costs, should it be stated in the offer?

Yes you can ask for the closing costs and yes it should be stated in the offer.  It is all negotiable.  They do not have to agree but they could very well agree to it or come back with an offer of a monetary figure to apply towards the closing costs.  For example they could offer to pay $1500. of the closing costs.
